OHSU-AFSCME collective bargaining enters week four
OHSU-AFSCME collective bargaining
Members of the OHSU and AFSCME collective bargaining teams met on Tuesday, April 5. The session was particularly productive as new proposals were exchanged, work progressed on prior proposals and tentative agreements were signed.
OHSU proposal:
This week, the OHSU team focused on responding to AFSCME’s proposals rather than submitting new ones.
AFSCME proposal:
The union team proposed new language for several articles, including:
- 2.10 Negotiating Team: To expand the AFSCME negotiation team, add release time and pay for negotiation training.
- 5.3 Consensus: To add on-call and Shift Trades to the contract language eligible for consensus agreements.
- 7.10 Shift Trades: To allow salaried employees to trade shifts across pay periods, and remove limitations around shift trades when premium pay results from the trade.
- 13.2 Attendance Recognition: To make the rate for converting sick leave to vacation one-to-one, and to broaden the time people could take off, without impacting eligibility for conversion.
- 22.1.5 Shared Responsibility: To ensure a percentage of workforce development initiatives include union-represented employees.
- To renew the hardship fund memorandum of understanding.
- Multiple proposals related to the market-based wage committee, to increase the size of the committee while also changing some of the practices and procedures for the committee.
OHSU/AFSCME proposals:
Both parties exchanged proposals on previously introduced articles, and reached several tentative agreements. Beyond those, the parties made proposals around the following:
- 2.9.4 Access to OHSU intranet.
- 7.6 Meal periods.
- 20.2.1 Internal Job Change Evaluation periods.
Tentative Agreements:
As a result of yesterday’s work by both teams, noted above, seven tentative agreements (TAs) were reached related to:
- Internal and external union communication language (two TAs).
- Bulletin boards.
- Signature requirements solidifying who is authorized to enter into agreements between OHSU and AFSCME.
- New employee orientation.
- Communication timelines for preferential hire list.
- The timing of future negotiations.

Collective bargaining will continue on Tuesday, April 12.
